What is the PPWR and how does it affect your business?
The PPWR (Packaging and Packaging Waste Regulation) is the new European Union legislation governing the entire life cycle of packaging and its waste.
Its three main objectives are:
- Reducing waste generation: requiring packaging to minimise weight and volume.
- Promoting the circular economy: mandating that all packaging must be recyclable by 2030 and include a minimum percentage of recycled plastic.
- Eliminating hazardous substances: restricting the use of components such as PFAS in food-contact packaging.
Failure to comply with these requirements may result in barriers to entry into the European market and potential penalties.

From 12 August 2026, food-contact packaging must ensure the absence of PFAS (per- and polyfluoroalkyl substances) above legal limits.
